Staff Report

The Panel on the Role of Government asked its research staff to provide a synthesis of the 50 background research papers commissioned on the Panel's behalf and to draw their own conclusions from it. While the Panel and research staff discussed and debated extensively most of the issues addressed herein, the Panel's own views and recommendations are set out exclusively in the Panel's own report.
